If your PC supports ACPI (Advanced Configuration and Power Interface) there are two sleep (standby) modes - S1 and S3.
When your computer is in S1 mode, its noise is very low, but still it is. This noise comes from power supply fan.
In S3 mode there's no noise from your PC. The only device that remains powered is RAM (Random Access Memory), which doesn't consume much power.
