WakeMeUp! can play a sound at the beginning of every hour your PC is turned on. You can specify any MP3/WMA/OGG or WAV to be played as a chime.
WMUSvc (WakeMeUp! System Service) is responsible for chime playback, so it will occur even when there're no users logged on or when the workstation is locked.
