You can access the settings window by clicking 
button on toolbar. All settings are divided into three groups: general, notifications and voice synthesis.
General Tab
Time Format. Specifies the time format to use in clock mode.
Language. The language of the program interface and voice synthesis.
Notifications Tab
These settings tell PC Chrono how to notify you about timer completion in timer mode.
Voice Synthesis Tab
Enable Voice Synthesis. Select the modes you would like to activate voice synthesis for. In Timer Mode PC Chrono can tell you how much time is left, in Stopwatch Mode it can inform you about how much time elapsed and current time is spoken at the beginning of every hour in Clock Mode.
Voice. Select a voice registered with Microsoft Speech API. You can download and install additional voices to be used on your computer from http://www.microsoft.com/msagent/downloads/user.asp or other websites. Please note that PC Chrono supports the language of the voice (all supported languages are listed in Languages combobox on General Tab)
Remind every <interval length>. Specifies the remind frequency in Timer and Stopwatch modes.
Automatically increase remind frequency flag will cause remind period to decrease as the timer reaches the end. For example, if the 15-min timer remind interval was initially set to "5 minutes", it will be re-set to "3 minutes" and "minute" when the time left is 5 and 3 minutes respectively. This setting affects Timer Mode only.
Click Other Speech Settings link top open Speech Settings applet from the Cotrol Panel.
